Scope of a San Rafael Resident Lookup
No single record confirms every part of a person's life. The useful question is which source can confirm the fact at hand. Property and deed records connect a named party to land. Court registers connect a party to a case and event. Vital records address family or event facts under access rules. Business and license files show a role or credential, not a home. Voter status is a self-check, and controlled voter-file access requires an approved purpose.
| Record | What It Confirms | Where | Access |
|---|---|---|---|
| Parcel or assessment | Owner-to-parcel link, situs, assessment context | Marin Assessor and MarinMap | APN-led public search |
| Recorded deed or lien | Named party, recording date, legal parcel | Marin Recorder | Free index, paid copy |
| Court register | Party, case, filed events, hearings | Marin Superior Court | Free account, kiosk, request form |
| Vital record | Birth, death, marriage, or dissolution event | Marin Recorder or CDPH | Authorized or informational copy |
| Voter status | One person's registration status | California My Voter Status | Self lookup |
| Business or license file | Entity role, license status, address of record | SOS bizfile or DCA | Free public search |
Start with an address when the address is known. Start with a court case, business role, or directory year when the name is known. A useful resident lookup makes two independent records agree before treating a result as the same person.
Note: A resident lookup is strongest when two sources agree on a date and role, not when several names merely look alike.
San Rafael Resident Namesake Checks
Same-name errors are common in Marin records. Preserve middle initials, suffixes, hyphens, diacritics, former names, and two-family-name patterns. The Recorder advises spelling variants because an index is a finding aid, not a normalized name database. A court name should be tied to a case number, case type, county, attorneys, or docket event. A deed name should be tied to the legal description and recording date.
Use one record to make a lead and another to test it. A professional license may supply a stable name and issue date. A business filing may show an agent or officer. A parcel may show a related owner or mailing destination. A directory may place a household at a street number in a known year. The sources answer different questions, so a mismatch is a reason to slow down rather than force a match.
Normalize the name in a worksheet, but keep the source wording beside it. Exact source text helps a custodian locate the underlying record.
San Rafael Court Resident Lookup
Marin Superior Court's eCourt Public Portal requires a free public account. Case Search returns case numbers and matching case data. A case view can show a case title or type where public, parties, filed-document event titles, filing dates, past and future hearings, and the register of actions. Calendar Search handles upcoming matters. Ordinary public users do not get remote document images from the public account.
| Account | Free email and password account before public searching |
|---|---|
| Case number | Best filter when known |
| Party or business name | Search variants and compare case details |
| Calendar Search | Upcoming matters, separate from case history |
| Search and reset | Submit or clear the selected criteria |
The current portal replaced older Register of Actions, Public Index, and Calendar pages on August 22, 2023. Criminal matters filed, set, scheduled, or issued before June 20, 2023 may remain in EJUS. This local cutoff can explain a missing result. The court ePortal instructions describe the web and kiosk split.

A remote case result is a lead to case events. It is not the same as a document image or an electronically certified official court record.
Note: The remote court portal is a finding aid; public document access and official certification follow the court's separate channels.
San Rafael Court Lookup Documents
Publicly available court documents can be viewed at the kiosk in Hall of Justice Room 113, 3501 Civic Center Drive, San Rafael 94903. Court Records and Exhibits lists 415-444-7080 and courtrecords@marin.courts.ca.gov for process questions. Listed clerk hours are 8 to 12 and 1 to 4. Staff does not conduct broad research by phone or email.
Form RM015 supports a file or name search, document request, copy, certification, and delivery choice. Mail or drop-box requests use a check or money order, or a check marked with a maximum amount. Emailed requests lead to a clerk contact for payment. Published fees include $15 for a file or name search per case, 50 cents per page, $40 per-document certification, $15 for a certified final dissolution judgment, and $50 plus 50 cents per page for exemplification. The court warns that a backlog can push formal requests past six weeks, and payments are final.
Juvenile, adoption, sealed, protected family, paternity, and parental-relationship records may not be public. Authorized confidential access requires the form's notarized identification process. A search result can therefore be correct but incomplete by design.
For federal cases, PACER supplies the Northern District and national case locator route. The federal system charges by page under its current schedule, and older documents can require Federal Records Center retrieval.
The PACER court-search view shows the federal route that can supplement a San Rafael resident lookup.
Federal name matches need case number, court, filing jurisdiction, and docket context before they are tied to a San Rafael person.
San Rafael Resident Records
Property research is APN-led in Marin. Convert an address to an APN through MarinMap or a permit record, then compare the assessor record with the Recorder index. The situs address marks the land. A mailing address is where notices go. Neither one proves who occupies the building. A deed proves a named party on an instrument, not present residence.
Business and professional records offer a different kind of identity anchor. SOS bizfile can show entity number, status, formation, principal or mailing address, agent for service, officers or managers, filing dates, and free PDFs. DCA and specialty boards can show license number, status, issue or expiration dates, address of record, and discipline links. These are role-based records. Marin fictitious business name filings add registrant, true owner, business or mailing address, filing, and expiration details.
- SOS bizfile for entity names, numbers, roles, and filing PDFs.
- California DCA for license type, board, name, number, and location filters.
- Marin Booking Log for current booking and custody information where published.
- California incarcerated-person locator for a state custody lead with its own identity and release-date limits.
- California Megan's Law for the state's registry search and its use warnings.
The booking log and registry are not proof of guilt or identity from a name alone. Check identifiers and disposition.
The Marin booking screen is a distinct current-custody source in a resident lookup.
Its role is narrow. It should not be blended with property or family records just because a name looks similar.
The California Megan's Law registry is another distinct state lookup with its own legal-use warnings.
A registry result is a regulated public record and must not be treated as proof about a namesake without the required identifiers.
Note: Booking and registry entries have narrow purposes and should never be read as a complete identity history.
San Rafael Vital Lookup
California distinguishes an authorized certified copy from an informational certified copy. The first can establish identity for a qualifying requester; the second is marked not valid for identity and may be available more broadly. Health and Safety Code sections 103525-103526.5 govern the split. Confidential marriage copies are generally limited to the spouses or a court order under Family Code section 509.
Health and Safety Code section 102230 restricts vital-record indices, so there is no open bulk web index that can be used as a general resident lookup. CDPH is the statewide custodian for events from July 1, 1905 onward, while the Marin Recorder or local registrar can be the first route for a known county event. The application asks for registrant details, event place and date, relationship or eligibility, purpose, signature, and often a notarized sworn statement.
The CDPH 2026 fee schedule lists $31 for birth, $26 for death, $19 for marriage, and $18 for a dissolution certificate. Fees are retained as search fees even when no record is found. A certified copy request should name the exact product because a court divorce judgment and a state dissolution certificate are not the same record.
San Rafael Voter Lookup Rules
My Voter Status is designed for a person to check their own registration. First name and last name must match the registration spelling. The form also asks for birth date, house number, and a California driver's license or ID number or the last four Social Security digits. A result can show election links, vote centers, drop boxes, guides, contests, measures, and a sample ballot. A nonmatch is not proof of nonregistration.
A file request is controlled by Elections Code section 2194 and 2 CCR sections 19001-19013. Marin requires an original signature, identification, fee, and evidence of an approved election, political, scholarly, journalistic, or governmental purpose. Active-voter output can be secure tab-delimited text or PDF; a single-voter output is redacted paper or PDF. The county bars commercial use, harassment, overseas storage or viewing, and unapproved transfer.
That design makes voter status useful for personal confirmation but unsuitable as an open resident list. It also explains why a resident lookup should not infer that a person is absent from a street when a controlled source does not return a result.
Note: A controlled voter result can confirm one person without revealing a block-wide resident list to a researcher.
San Rafael Family Lookup
Some searches are about family history or reconnection. Probate can lead from a deceased San Rafael resident to an executor, guardian, will, file number, or heir. The Marin County Genealogical Society publishes probate, will, cemetery, funeral, and coroner indexes. Obituaries and newspapers add dates and relationships, but they are memorial or news sources, not certified vital records.
Former classmates may surface in yearbooks, directory entries, Dominican University archives, or library collections. Start with the person's school year or a known address, then test later years with a professional file, business filing, deed, newspaper, or a directory. A birth-parent search is different: California adoption records are sealed, so use CDSS adoption-information and reunion mechanisms rather than trying to work around confidentiality.
The Anne T. Kent California Room can retrieve off-site items with 24 to 48 hours of notice. Its collection of censuses, directories, oral histories, photographs, newspapers, and the WPA Flack name index often supplies the missing local date.
Privacy Boundaries in a San Rafael Lookup
California records open and close by record type. Court documents can be confidential or sealed. Vital indices are restricted. Voter data has purpose limits. DMV personal information is protected by the federal Driver's Privacy Protection Act. Safe at Home can provide a substitute mailing address and confidential voter registration for eligible participants under Government Code sections 6205 and following. The Delete Request and Opt-out Platform addresses covered data brokers, not the lawful removal of official public records.
A wrong result belongs with the custodian. Ask the Recorder about an index or deed, the court about a case request, Elections about a permitted file route, CDPH or Marin about a vital copy, and the library about a historical volume. Keep the request narrow and include the known date, role, address, APN, case number, or document reference.
- Docket
- The court's running record of case filings, events, and hearings.
- Index versus image
- An index points to a record; an image or certified copy contains the document itself.
- Certified copy
- A copy issued or certified by the custodian as an official reproduction for an allowed purpose.
- Disposition
- The outcome or current status of a case, which must not be inferred from an arrest or filing alone.
Lawful use. A San Rafael resident lookup is for personal, lawful research, family history, and reconnecting. Do not use a result to stalk, harass, threaten, or intimidate another person.
When the goal changes from one person to a whole street, use the San Rafael street directory address chain instead of expanding a name result beyond its source.
Note: Confidentiality rules explain missing results, so a custodian's access decision should guide the next step.
